A CODE OF ETHICS FOR THE WEST OKANAGAN VALLEY SCHOOLS ATHLETIC ASSOCIATION

The game is a game for happiness.

The rules of the game are to be regarded as mutual agreements. The spirit or letter of which no one should try to evade or break.

Visiting team and spectators are the honoured guests.

No advantages, except those of superior skill, are to be sought over others.

Officials and opponents are to be regarded and treated as honest in intention.

Decisions of officials, no matter how unfair they may see, are to be accepted without outward appearance of vexation.

To win is always desirable, but to win at any cost defeats the purpose of the game.

I. Name
Section 1: The name of the association shall be the West Okanagan Valley Schools Athletic Association. (WOVSAA)
II. Objectives
Section 1: To carry out the objectives of the Okanagan Valley Schools Athletic Association (OVSAA), its parent body; and BC School Sports, the provincial body. (BCSS)
Section 2: To provide schedules, competitive rules and regulations for WOVSAA competitions.
Section 3: To determine rules and regulations for qualification from WOVSAA leagues and play-offs to OVSAA Championships.

Section 1: Members may include middle and secondary schools in:

IV. Meetings
Section 1: There shall be 4 (four) WOVSAA meeting during the school year: September, November, March and the June WOVSAA Annual General Meeting. The day and time of WOVSAA meetings shall be at the discretion of the membership. The meeting will usually take place the second week in the month. Emergency meetings may be called at the discretion of the WOVSAA President.
Section 2: The meeting place shall be located at a central location as chosen by the WOVSAA President.
Section 3: All WOVSAA Athletic Directors/ Coordinators or designate shall attend WOVSAA scheduled meetings. League Commissioner or designate need only attend meeting upon request of presentation of WOVSAA Zone Report. WOVSAA coaches and administration are welcome to attend.
Section 3: Procedure during meetings shall be conducted under ROBERTS RULES OF ORDER.
V. Voting
Section 1: Voting shall be by a show of hands unless the WOVSAA President rules otherwise.
Section 2: Each WOVSAA school shall receive 1 (one) vote with a maximum of 2 (two) votes per school. Proxy votes shall not be allowed.
VI. Executive
Section 1: The WOVSAA Executive shall consist of a President, Past President, Secretary/Treasurer and League Commissioners.

President: The President of the WOVSAA shall be elected or acclaimed for a 2 (two) year term. If nominations for a WOVSAA President are not forthcoming, a President shall be provided for a 2 (two) year term based on the West Zone Presidency Rotation. If the President of The WOVSAA is from District #73, he or she will receive a free teaching block. School District # 73 schools will not have to run for OVSAA Executive positions, unless willing to do so, of their own free will.

In order the maintain the free teaching block in #73 other schools, in the WOVSAA, have agreed to complete the OVSAA Executive Positions of Vice-President, President and Past president. The Vice-President will receive an honorarium of $250 from the OVSAA, President $500 from OVSAA and Past President $250 from OVSAA.

Past President: The Past President shall be held by the person who was the most recent President.

Secretary/Treasurer: The Secretary/Treasurer shall be appointed by the President.

League Commissioners: Commissioners for each WOVSAA league shall be elected or acclaimed at the June WOVSAA Annual General Meeting or prior to the WOVSAA league season. A league will not be sanctioned by WOVSAA unless it has a Commissioner in place before the commencement of the league or season of play.
Section 2: WOVSAA Executive Duties
A. President of the WOVSAA
1. The President or designate shall preside at all meetings of the WOVSAA.
2. The President or designate of the WOVSAA must attend all required OVSAA and BCSS meetings.
3. The President shall order pennants in June for the upcoming season. Pennants must be made available at the first WOVSAA meeting for distribution to Commissioners to be presented at the end of the each sport season.
4. The President shall give notice, in advance, of all WOVSAA meetings, OVSAA Annual General Meeting and the BCSS Annual General Meeting.
5. The President shall send out WOVSAA league commitment forms well in advance of each new season to aid Commissioners, scheduler(s) and transportation rep(s) at the pre-season WOVSAA meeting.
6. If needed the President or designate shall coordinate the scheduling for all WOVSAA sports in all seasons by working with Commissioners, scheduler(s) and transportation rep(s) at the pre-season scheduling meeting. This meeting will take place before the WOVSAA sport season meeting.
7. The President shall file to the Society Act each year. (June)
8. The President shall ensure payment is made for the insurance provided by BCSS.
9. In the case of a WOVSAA tie vote. The President shall cast the deciding vote, prior to that the President will not have voted.
10. The President shall administer and collect WOVSAA fines.
11. The President shall notify schools outside the WOVSAA who wish to challenge for a berth to OVSAA play-offs. A letter will be sent in September to these schools outlining the challenge procedure. See additional notes XII.
12. The President shall coordinate and direct all conduct violations and appeal hearings.
12. The President or designate of the WOVSAA shall act as the second level of discipline on WOVSAA leagues and play-offs. If there is a conflict of interest, with the Commission, the President or designate shall act as the first level.
13. All appeals will be directed to an appeal committee formulated by the President of the WOVSAA. Members of the appeals committee should not have been involved in the 1st or 2nd level of discipline.
B. Past-President to the WOVSAA
1. The Past-President shall act primarily as an adviser to the President or WOVSAA members.
C. Secretary/Treasurer
1. The Secretary/Treasurer shall record minutes of WOVSAA business and distribute the minutes within 10 working days to the Athletic Directors/Coordinators and Commissioners.
2. The Secretary/Treasurer shall keep a file of WOVSAA business, including meeting minutes, Commission reports and budget reports.
3. The Secretary/Treasurer shall record all WOVSAA financial transactions and present a report at the WOVSAA Annual General Meeting in June.
D. League Commissioners to the WOVSAA
1. The Commissioners are responsible for the organization and functioning of their leagues and shall be the first level of discipline in WOVSAA leagues and play-offs.
2. The Commissioners shall rule on any violations or incidences that occur during league play or play-offs within the guidelines of the WOVSAA, OVSAA and BCSS constitutions.
3. The Commissioner shall prepare league and play-offs schedules for WOVSAA sanctioned sports. This schedule shall be forwarded to the seasonal league coordinator.
4. The Commissioners shall record and distribute from time to time league standings.
5. The Commissioner or designate shall be present to present the pennant at the WOVSAA play-off.
6. Upon completion of the sport season the Commissioner shall submit a report in writing to the President prior to the next WOVSAA meeting. The Commissioner or designate shall present this report at the WOVSAA meeting. Copies of the report shall be made available to the membership of the WOVSAA.
The report shall include the following information:

VII. Finances
Section 1: The WOVSAA will receive an annual OVSAA zone grant of $1250. Any other monies generated by the membership shall be agreed upon by the WOVSAA membership. ($1000 for the zone grant and $250 for the honorarium).
Section 2: Schools hosting WOVSAA play-offs may recover expenses for officiating and awards from the participating schools. Expenses shall be divided on an equitable basis after the admission gate and other receipts are deducted.
Section 3: The President shall receive an honorarium of $250 from the WOVSAA.
Section 4: Athletic Directors /Coordinators or designate travelling from outside Kamloops to WOVSAA meetings shall receive a travel expense of 52 cents per Kilometre.
Section 5: All WOVSAA schools shall be asked to pay: “A” $50.00 “AA” $100.00 and “$150” to the WOVSAA for operating costs. This amount is due the first WOVSAA meeting in September. An additional AGM Host grant may be required. If so, “AAA”/”AA” $120 and “A” $80.
Article B: Competitive Rules and Regulations
VII. Conduct and Penalties
Section 1: The WOVSAA shall abide by the OVSAA and BCSS Constitution & By-Laws, Operations, Competitive Rules and Regulations, Commission Rules and Regulations, Conduct, Conduct Procedures, Definitions and Penalties.
Section 2: West Zone teams are asked not to change on the field(s) or in the bench area of gymnasiums. Please use your discretion or change rooms when changing around the play area.
IX. Competition and Eligibility
Section 1: The WOVSAA abides by the Competitive Rules and Regulations of the OVSAA and BCSS.
Section 2: District #73 Gr.8 Student Athletes shall not travel out of district to compete in league play.
Section 3: Where a schools has players registered to play in both Gr.8/Jr or Jr/Sr leagues the school must declare for only one league prior to the season. The declaration will determine which play-off they will participate.
X. Fines
Section 1: WOVSAA schools not represented at WOVSAA required meetings shall be fined $50.00. A letter shall be sent by the WOVSAA President to the Athletic Director/Coordinator and Principal of the offending school. A school that does not pay their fine within 30, of being notified, shall be excluded from the next WOVSAA season of play until the fine is paid.
Section 2: Schools entering student athletes in WOVSAA and OVSAA Track & Field Valley Championships but do send workers for their assigned duties shall be fined $100.00 or the cost or replacement workers.
Section 3: It is the responsibility of the Athletic Director to send representation to the BCSS AGM. This can be in the form attendance or proxy. Failure to provide representation at the BCSS AGM will result in a $50 fine.
XI. Schedule Changes, withdrawals, defaults, postponements or forfeitures
Section 1: WOVSAA schedule changes shall be made only if there is a total agreement of all school teams involved for that sport. This decision should be made prior to the beginning of the event. The President, League Commissioner, Coordinator of Officials for the league and Transportation Coordinator must be notified.
Section 2: Forfeitures are to be avoided. If forfeitures are unavoidable, for unforeseen circumstances, the forfeiting team must notify the school(s) involved prior to the event. The forfeiting school shall contact the school(s) involved as soon as possible. The forfeiting school shall have the responsibility of insuring that the official(s) is/are contacted and notified of the forfeiture.
Section 3: See Part 4) Appeals Procedures Section 7 of the OVSAA constitution for clarification of defaults, postponements and forfeitures. A fine of $250 and any costs associated with the cancelled game will be imposed on teams who do not full fill league, tournament or play-offs commitments. A second offence, by the same team, within a two year period will result in a $500 fine and disallowed from the play-offs in the offending season.
Section 4: The WOVSAA League Commissioner may choose to bring forward a recommendation to the next WOVSAA meeting that the forfeiting school be placed on probation. This shall be done when a school does not follow the protocol for forfeitures or if the school develops a history of forfeitures.
XII. WOVSAA Play-off Challenges from schools outside the WOVSAA
Section 1: It is the responsibility of schools outside the WOVSAA to notify the WOVSAA of any challenge game leading to an OVSAA Valley Championship. Notification must be made prior to the sport season to the President of the WOVSAA. As listed in the WOVSAA President duties, the WOVSAA President will send a letter in September to schools outside the WOVSAA explaining the procedure for play-off challenge.
XIII. Loopholes
Section 1: Where matters are not covered by this constitution the constitution of the OVSAA and BCSS shall preside.

Article C: Commission Rules and Regulations
Junior Girls Soccer:
1. Jrs. grades are 8,9 or 10.
2. There is an agreement with KYSA and Wednesday is to be left open for rep play. Gr. 10 players will have practises on Thursday. If there are any conflicts, please contact the rep coach.
3. 3 pts for win, 1 pt for tie, 0 pt for loss.
4. Unlimited subs.
5. Home is white, away is color. If jerseys conflict, the home team must change.
6. If you are not using your school field as a home field, please call Zone President to notify of field change. Please do this as soon as possible, before the season starts.
7. All cards must be reported within 24 hours of game. Red cards and ejections automatically sit out next game. The player and coach must write letters to the Zone President and the commissioner within 72 hours of the ejection or the suspension may be increased. This also applies to coaches.
8. The home team must fax the results of the game within 24 hours to the commissioner. Feel free to email or fax results to the press.
9. If you need to cancel or reschedule a game, please call the referee allocator at least 48 hours before the game day. If you do not, you will be billed. The referee allocator is Brian Flamenk 250-372-2548. Please contact the commission to notify of the cancellation or reschedule. The Zone President must also be notified.

“A” Girls Soccer

In league play, every team plays each other once. (including Merritt)

Teams will start with one exhibition game against the other team from their pairing.

Kick-off times are at 4:00 p.m.(Except games played on Friday)

All games are two 45 minute halves. In league play a tie is a tie.

The schedule will be sent to the KSRA and a bill will be sent to each school to cover the referees(see referee expense breakdown sheet for amounts and details)

3 pts win, 1 pt tie, 0 for loss.

Teams will receive two points for playing Merritt regardless of the outcome. The match must be played. All teams are expected to fulfil their league and play-off commitments.

The home team must provide two nets and four corner flags. The games played on Friday, each of the three home teams. For the 2:00 games,need to bring and set up the two nets with the four corner flags,for their field. The nets and corner flags will stay up for both game time slots.

If two teams are tied at the end league play, the team with the higher position will be determined by:
League record against each other. If still tied:
Goal Differential(goals for minus goals against). If still tied:
Most goals for(team with the most goals scored is the higher finisher). If still tied:
Coin toss.
10. 2 yellow cards in one game become a red card, an ejection from that game and a mandatory suspension from the teams next game.
11. 1 straight red card in a game is an ejection and a minimum of one additional game.(additional suspension will depend on the severity of the incident)
12. An accumulation of two yellow cards during the season will result in a suspension from the team’s next league game.(player may finish the game in which she received the second yellow card, provided a second yellow card is not received during the match).
13. League cards carry over into play-offs.
14. Cards accumulated against Merritt will count toward the season.
15. A player receiving additional discipline(yellow or red) after having already served a suspension will be placed before a West Zone disciplinary committee.
16. If a player is sent off and shown the red card in a game, the player and that player’s coach must submit a written report within 72 hours of the game. The player will receive a minimum one game suspension, and the West Zone disciplinary committee will determine if further action is warranted.
17. Team Rosters will be distributed via email. The home team is responsible for having the form at the game. Coaches from both teams must fill out their team information. This form will then be given to the referee. Following the match, the referee will sign the form,before returning it to the home coach. The home coach will fax the form to the West Zone commissioner.
“AA” Girls Soccer:
1. Sr. grades are 8-12

The “AA” season is a home and away schedule with play-offs at the end of league play.

The top four teams make the play-offs and make Okanagans.
-
The next team has the option to play a back-door challenge game to Okanagans.

League games are scheduled for Tuesday and/or Thursdays; however some games may have to be rescheduled on a Monday or Tuesday.

Kick-off is at 4:00p.m.and consist of two 45 minute halves.

All teams are required to submit their team/Player Information Form to the commissioner by noon, the first day of league play. It is the coaches responsibility to make sure that all players on their team are eligible to play according to BCSS Eligibility rules. Playing ineligible players will result in forfeiture of any points earned in those games and possible fines.

The coach must submit a team list to the referee at halftime. The team list must have first and last names with matching numbers. This is mandatory,failure to submit your list to the referee will result in a forfeiture of the game. Coaches are expected to submit player for all games. The referee will report cards to the West Zone Commissioner by fax, phone, letter or email.

Game results must be reported by both coaches to the West Zone Commissioner, within 24 hours of the game. You may fax or email the game report. If the coach fails to report the scores within the required time, you will forfeit any points earned.

When reporting scores, the coach must report yellow, red or game ejections for both teams, within 24 hours of the game. For yellow and red cards, report the players first and last name with number and the offense. Include any other information, if necessary. Failure to report a card infraction or ejection will result in a consequence decided by the West Zone Disciplinary committee. Any player or coach who has accumulated three yellow cards in regular season will be given a one game suspension and must sit out the next league game. Cards received during unrestricted competition (exhibition play) must also be reported. All cards must be reported.

If a player from your team receives a red/ejection, you must contact the West Zone Commissioner and the West Zone President, within 24 hours of the game. All paperwork must be submitted within 48 hours of the game.

A letter from the player, stating what occurred, acknowledgement of the offence, and remorse for their actions.
-
A letter from the coach, stating what occurred.
-
If coaching staff ejected, only a letter from the coaching staff ejected.
-
The West Zone President will send you a set of forms to be completed and returned immediately.
-
Once the documentation is completed and received by the West Zone Commissioner and West Zone President, they will meet with the West Zone Disciplinary Committee and decide on a appropriate consequence. If a player or a member of the coaching staff receive a red card/ejection, then they must immediately leave the game and are suspended for the next league game. Harsher consequences may be imposed for ejections involving serious offences. Ex. Fighting, acts of racism. A player or coach who has repeated violations from any sport may also face stronger consequences.
12. It is the coaches responsibility to notify the West Zone Commissioner, the West Zone President and Referees, if you do not use your school field as a home field. This must be done prior to the beginning of the league.
13. It is the coaches responsibility to let the other team, officials, Zone Commissioner and West Zone President at least 48 hrs in advance if you need to reschedule or cancel a game. Failure to do so will result in your team covering the full cost officiating for that game and/or forfeiting points. If you need to reschedule a game, please call the Zone Commissioner.

The grade eight volleyball league is “participation-orientated”; however, you are encouraged to create strong competitive experiences for the youngsters under your care. You are permitted to make ‘cuts’; however it is encouraged that you keep a minimum of twelve or more players for general school and social-emotional developmental purposes. You can make school, team, and personal team composition and playing-time choices based on player attitude, attendance, ability, and academics. You do not need to guarantee equal playing time for all your players. Circumstances that might effect playing time include, but are not limited to… injury, illness, missed practices, poor attitude, bad school attendance, low academic effort, level of ability and commitment, and school and team playing philosophies. While you are not mandated to provide all students with equal playing time at this level, most of your players should be given the opportunity to compete “periodically” throughout the season particularly if your players are positively committed to team practices and team expectations.

The Volleyball Canada tie-breaking rules will be in effect during playoff round-robin play… If two or more teams are tied at the end of the preliminary round, the following criteria will be applied, in order: a) the team having the best ratio of won/lost matches, considering matches between the tied teams, will be ranked higher; b) the team having the best ratio of won/lost games, considering matches played between the tied teams, will be ranked higher; c) the team having the best ratio of won/lost games, considering all matches of the round, will be ranked higher; d) the team having the best ratio of points for/against, considering games played between the tied teams, will be ranked higher; e) the team having the best ratio of points for/against, considering all games played during the round, will be ranked higher; f) if there still is a tie, play one extra set to fifteen. When you apply this rule to break a tie you should follow the sequence: 1) when two teams are tied, the tie-breaking criteria are applied one after the other until the tie has been broken; 2) when three or more teams are tied, the tie-breaking criteria are applied one after the other until all the tied teams have been ranked.

The rules are as in the Volleyball Canada indoor rule book; however, the twelve substitution rule is in effect – if you are making substitutions you must be substituting for the same player. If you face up against a team on three occasions, only the last two matches will count towards league standings. If you wish, you may use a Libero player; and this player can be different for each set. You may serve any way you wish; however, a five serving rule will be in effect. If a player serves for five consecutive points, the team will then rotate and another individual on the same team will be given the opportunity to serve. In other words, the team still keeps their serve. A simplified score sheet can be used for all league games - including playoffs. Games times will begin at 5:00 p.m.. “A” Girls Volleyball

Each night is a four team round robin. Three match. All matches are 2 of 3 with rally point scoring, no cap.

Everyone will host at least once.

All teams will make the play-offs.

There will be a semi of the bottom four teams, and a final of the top two teams from league play.

It is the host teams responsibility to book referees, and provide scorekeepers and linesmen.

Visiting teams are expected to bring their own practise balls. Do not expect the home team to provide practise balls.

Warm-up is 5 and 5 for the first match, less for the second and third at the discretion of the coaches and officials. The host Athletic Director or school is responsible for sending in the results from the games. Fax the results to the Zone Commissioner. Use the form in this package.

CVA tie breaking rules will be used in play-offs.

Play-offs is a two night format with round robin play each night.
“AA” Girls Volleyball

All games start at 5:00 pm. No teams on the courts until 4:30.

Games will be best 2 of 3 with the third set to 15 and no cap, cap of 27 on set one and two. All teams will have play nights, the underline team is the host school.

The host school is responsible for faxing the game results to the Zone Commissioner, by 3:00 pm the next day. Please use the result sheet attached.

Play-offs format: Teams will be ranked according to league results 1st to 4th. Only the last two games you play against a team will count toward standings, if you face a team three times, the first match is exhibition only.

If the 3rd place team that night has not yet played the 2nd place tea,m, a challenge match will follow immediately.
“AAA” Girls Volleyball

All teams will play each other twice. Best 2 of 3 games 25 points first 2 games,3rd game to 15 points no cap. Hosting school must provide referee,umpire,scorekeeper and linesmen.
Jr. Boys Basketball

Game times Girls 5:30 pm Boys 7:00 pm.

If there is only one game played it will be in the earlier time slot.

If you are playing in CLW,Merritt or Barrire the games times will be 5:00 pm and 6:30.

All game ejections must be reported, with a written letter from the player and coach explaining the ejection. If a coach is ejected he or she will also have to write a letter explaining their actions. All game ejections must be reported within 24 hours of the game. All letters must be sent to the Zone Commissioner and Zone President within 48 hours. If the Zone Commissioner does not get the letter(s) within 48 hours the student athlete will receive a minimum 2 game suspension.

The host school is responsible for faxing the game sheet to the Zone Commissioner. The game sheet must be faxed by 3:00pm the next school day.
