SECTION 2
OPERATING POLICIES AND PROCEDURES
ARTICLE A: FINANCIAL SYSTEMS
Part 1: Income
1.1 The income shall be in the form of an annual grant from the OVSAA.
1.2 A fee will be levied to each member school to cover the expenses of the
SOSAA including the three coaches scheduling meetings per year.
(a) Flat rate of $150 per school
(b) $25.00 per grade
(c) Maximum of $225 per school
1.3 Fines to member schools:
(a) not attending seasonal meetings ($50) or OVSAA AGM ($100/day)
(b) failure to meet league commitment ($50), team dropping out ($100)
options to disperse money to scholarship allotment
(c) the SOSAA will have three scheduling meetings per year. All schools must have a different representative for each sport in order to be able to enter a team in the league.
(d) appeals due to extenuating circumstances will be considered case by case
1.4 The fee is to cover the following SOSAA expenses:
(a) Executive Meetings and coaches scheduling meetings
(b) AGM Meeting
(c) BCSS Liability Insurance
(d) Executive Expenses
Part 2: Disbursements
2.1 The Association shall pay an honorarium of $500.00 to the President.
2.1a The Association travel rate to attend SOSAA meetings will be $0.45/km. If the AD lives in the town of the meeting then no rate applies.
2.2 The Association will not pay for the cost of referees during SOSAA Playoffs.
These costs must be shared equally by all participating schools.
2.3 The SOSAA will not pay expenses to member schools or commissions for league or zone events except where special application is made to the SOSAA.
ARTICLE B: AUDITING OF THE ACCOUNTS
An auditor shall be appointed by the Directors and there shall be presented to the Association annually a duly audited financial statement showing assets and liabilities of the Association and all revenue and expenses made, earned or incurred by the Association during the fiscal year preceding the meeting at which the report is made. The auditor will be asked to audit free of charge.
ARTICLE C: SCHOOL COLOURS AND NICKNAMES
The Directors of member schools shall register the official school colours and nicknames of each member school with the SOSAA.
ARTICLE D: MINUTES OF MEETINGS AND RECORDS
Part 1: Minutes of proceedings of General Meeting of the Association:
1.1 The minutes of General meetings shall be prepared and kept by the Vice- President or in his or her absence, by such person acting on his or her behalf as the Chairman of the meeting shall direct.
1.2 All minutes of proceedings of the Association meetings shall be kept in the custody of the President who shall ensure the same are kept in a safe and secure depository.
1.3 Minutes shall be distributed to all association members by the Vice- President.
Part 2: Minutes of Proceedings of Director’s Meetings:
2.1 The minutes of the Executive meetings shall be prepared by the Vice- President, or in his or her absence, by such person as the President shall direct.
Part 3: Minutes of Proceedings of Commission and Committee Meetings:
The Commissioner of each commission, and the Chairman of each committee, shall be responsible for preparing minutes of proceedings of all meetings of leagues or committees and shall furnish copies of the same to the President of the Association. The President shall send copies of all commission meeting minutes to the Executive.
ARTICLE E: S.O.S.A.A EXECUTIVE
Part 1: Make up of the Executive
1.1 The executive will consist of a Board of Directors made up of one Director from each member school.
1.2 The President, Vice-President and Past President will be assigned from the Board of Directors (see appendix for presidency rotation).
ARTICLE F: ATHLETIC DIRECTORS
Part 1: The Role of the Athletic Director
1.1 Each Member School shall designate a teacher, with an official of unofficial title of Athletic Director.
(a) The Athletic Director will sit on the SOSAA executive as a Director.
(b) If an Athletic Director/contact is not designated at the fall meeting, the school, at the executives discretion, may not be allowed to enter teams in the SOSAA leagues.
1.2 Every Athletic Director shall receive the minutes from all SOSAA meetings.
Part 2: Athletic Director’s Responsibilities
2.1 The Athletic Director shall be responsible for general internal and external communication regarding athletics.
2.2 All Athletic Directors are required to attend the following Seasonal Executive
Meetings:
(a) Fall Meeting: Tuesday of week #2 in September
(b) Winter Meeting: Tuesday of the 2nd full week of November
(c) Spring Meeting: Tuesday of the 3rd full week of February
(d) AGM: 1st week of June
ARTICLE G: SPORT COMMISSIONS
Organized sports carried out under the auspices of the Association shall be organized by leagues, and a league or any member of a team thereof shall only be entitled to participate in the activities of the Association upon the adoption and observation of the leagues and the rules of competition and practice hereinafter set out.
Part 1: Commissions
SOSAA Sport commissions shall include:

Basketball-grade 8 boys Rugby-junior boys

Basketball-junior girls Tennis
Cross Country Track and Field

Part 2: Sport Commissioner’s Responsibilities
2.1 It shall be the duty of each Commissioner to ensure that the Constitution, bylaws, and interpretations of the Rules and Regulations, both permanent and temporary, of the Directors are enforced within the Commission, under his or her care. (Commission rulings may be appealed to the Directors)
2.2 The Sport Commissioner shall provide creation of League Formats for the seasons, including Playoff structure.
2.3 Contact member schools to confirm/check on league commitment.
2.4 Collect all scores and send out standings. (Twice during league play.)
2.5 Each Commissioner, if necessary may hold a post-season meeting to discuss problems with the season’s plan, to discuss rules and regulations for the sport concerned, and to elect a person to be Sport Commissioner for the following year. The Sport Commissioner shall inform all commission members of the post-season meeting in writing such that all members receive the notice fourteen (14) days before the meeting.
2.6 The commissioner shall submit the Commission’s Year End Report (on the standard form) to the SOSAA President. This report will be included in the SOSAA constitution. A replacement commissioner should be listed if the commissioner is stepping down.
2.7 Report SOSAA qualifiers to OVSAA championships to the OVSAA Commissioner.
2.8 Any changes to commission rules and regulations must be agreed upon by all coaches.
2.9 Deal with commission discipline by notifying the SOSAA President of any cases requiring discipline and sitting on discipline committee.
Part 3: Introduction of New Sport Commissions
Introduction of new sport commissions must have the approval of the Directors.
Part 4: Deletion of Existing Sport Commissions
4.1 A Notice of Motion must be presented at an SOSAA AGM in order to delete an existing Sports Commission.
4.2 If the motion to drop the commission is approved, the commission may operate for one more season of competition before being discontinued.
Part 5: Participation in Leagues
5.1 In order for a league to exist in the SOSAA, there must be a playoff structure and commissioner selected by the day of the scheduling meeting.
5.2 A member school may withdraw a team from a league without penalty only if the Athletic Director or coach informs the league commissioner one month prior to the start of the league.
5.3 Member schools may only be permitted late entry of a team into a league at the Commissioners discretion and only if a team has dropped out of the league (filling another spot).
Part 6: Plaques
6.1 The SOSAA will recognize zone champions and runners-up for all grade 8 and junior leagues, as well as any senior leagues that are SOSAA leagues. Any senior competition where the league is cross zonal, the SOSAA will only recognize one zone champion. The zone champion will be the highest- finishing south zone team in the league.
6.2 Purchase of the faceplate for the SOSAA plaque will be the individual school’s responsibility.
ARTICLE H: S.O.S.A.A. SCHOLARSHIP
Part 1: S.O.S.A.A Scholarship Award
1.1 Each year the Selection Committee from the member schools shall meet to determine the most deserving athletes in grade 12 in the SOSAA. Each year at the June AGM the SOSAA Executive shall evaluate the available funds to determine if two male and two female awards are possible for the following year.
1.2 The Selection Committee shall consist of:
(a) Administrative Representative
(b) AAA Member School Representative
(c) AA Member School Representative
(d) A Member School Representative
(e) SOSAA Representative
1.3 Submissions on the standard written form in Appendix 6 must be presented to the SOSAA President one week prior to the selection meeting in June.
1.4 Criteria for selection include the following:
(a) SOSAA Athletics 55%
(b) Extension of SOSAA Athletics 20%
(c) Citizenship 10%
(d) Leadership 10%
(e) Academic 5%
1.5 Voting will be done using an open ballot system.
1.6 The recipients will be presented with $250.00 Scholarships at their school awards ceremonies.
SECTION 3
COMPETITIVE POLICIES AND PROCEDURES
ARTICLE A: ELIGIBILITY
The SOSAA is a member of B.C. School Sports and as such adheres to all B.C. School Sports Eligibility Rules. Please refer to the B.C. School Sports Handbook for the most recent policies and procedures.
ARTICLE B: RULES AND REGULATIONS
Part 1: School Obligation to Participate
Schools are not committed to play in all sports or enter all divisions of a particular Association League, but where a school has teams competing in sports conducted by the Association, they shall be obligated to play in the Association league of that sport. Where the Association does not offer a specific sport, the Directors may permit participation in a league not under the Association jurisdiction.
Part 2: Organization of Leagues
2.1 The formats for all SOSAA leagues will be determined by the Executive after consultation with the current commissioner of the particular sport.
2.2 The SOSAA Executive shall have the right to review and change all league and playoff structures.
2.3 An association league may be organized in more than one age / division.
2.4 A school must apply in writing to the SOSAA Executive for permission to be granted to allow a team to play outside of their appropriate age/grade level. The letter must have the endorsement of the coach, acting Athletic Director and Principal to be considered by the SOSAA. All requests must be received prior to the AGM of the previous year.
Part 3: Organization of Schedules and Playoffs
Organization of zone playoffs will be handled by the Executive in consultation with the current commissioner in accordance with the SOSAA playoffs.
Part 4: Game Rules
4.1 All SOSAA league competition and playoffs must be played under the rule of the recognized authority for that sport, unless exceptions have been incorporated in the rules of the league.
4.2 All the SOSAA playoffs must be played under the rules of the recognized authority for that sport, unless exceptions have been approved by more than sixty percent (60%) of the members concerned with that sports commission.
Part 5: Seasons and Limits of Play and Practice
5.1 The Association will follow the seasons of play outlined in the BCSS handbook.
5.2 The Association wishes to give each sport full rights to carry out its program in its assigned season.
5.3 The Association must comply with the B.C. School Sports limits of seasons of play.
5.4 In all cases, a student registered with a seasonal sport team which is still participating in Association league schedule or playoffs, OVSAA playoffs, or the B.C. playoffs shall not take part in exhibition games of a sport of the following season, unless there is mutual consent between the two (2) coaches of the sports concerned and it is within the published starting dates.
5.5 Teams failing to request permission are subject to disciplinary action.
5.6 The SOSAA does not mandate seasons of practice for any sport. It is
recommended, however, that member schools force participation and practice by in season sports to take precedence over all other activities by their athletes and coaches.
Part 6: Default, Postponement, Forfeitures and Withdrawals
6.1 Cancelling of a Game:
SOSAA League games are to be cancelled or rescheduled only under exceptional circumstances. If you absolutely have to cancel or reschedule a game, the following people must be notified 48 hours prior to the cancellation:
(i) Your Athletic Director
(ii) Opposing Coach
(iii) Commissioner for your sport
6.2 Defaulting A Game
Games should be defaulted only under exceptional circumstances. If a team is forced to default a game the Principal and Athletic Director of that school and the SOSAA president must be informed prior to notifying the opposing team. The opposing team must be given 48 hours notice if a game is to be defaulted. If no such notice is given, a fine of $50 will be assesed.
6.3 Protesting A Game
(a) In order to be considered, a request for a protest review must be made in writing within two days of the competition. The report must state the reasons for the protest and contain the details involved. Copies must be sent to the Association President, Sports Commissioner, and the opposing school. The Association President should be informed by phone as soon as possible if a protest has been made. For a protest to be considered, a coach must inform the referee and the opposing team that he/she is protesting the decision at the time of the incident and is thus allowing the game to be completed under protest. Protests brought forward after the end of competition cannot be considered.
(b) The executive and sport commissioner will rule on any protest. Appeals to a protest ruling will follow the guidelines put forward by the SOSAA.
6.4 Withdrawing a Team
(a) Withdrawing a team from a league is a very serious matter. A coach or sponsor must discuss this matter with the School Principal and Athletic
Director before a decision to withdraw. The League Commissioner and Association President must be notified immediately.
(b) Schools that declare a team and then pull out of the league once the schedule has been set shall be assessed a fine of $100.00. This fine will double each time a school defaults a team during a school year.
ARTICLE C: SPORT COMMISSION RULES AND REGULATIONS
Part 1: Badminton
1.1 Philosophy:
Coaches and teams should have access to Badminton BC Laws of Badminton.
1.2 League Format:
a. Junior Badminton - A league which will have weekly play days which will
be followed by a TIE play down at the end of the league. Winning team would have opportunity to compete in Valley Playoffs.
1.3 Registration: All teams must be registered with BC School Sports.
1.4 Playoff Format:
a. Junior League - Round robin tie arrangement.
b. Senior Valleys - Round robin tie arrangement,
1.5 General Regulations:
Home School:
a. Provides courts, nets and appropriate shuttles.
b. Badminton BC Laws of Badminton will be rules governing the sport except where BC School Sports differs.
Part 2: Grade 8 Boys/Girls Basketball
2.1 Philosophy:
a. Everybody plays, “fun” is emphasized. Fitness and skill development are
the main goals.
2.2 League Format:
a. The league will consist of a single round robin format with each team
hosting and travelling as equally as possible.
b. Games shall not begin before 4:30 pm.
c. Games will be 8 minute quarters, 5 minute half time and 3 minute overtime periods. Four timeouts per game with one per overtime period.
d. Association referees shall officiate all games. Host school will pay the refereeing costs.
2.3 Registration:
a. All teams (including 2 or more from the same school) must be registered with the SOSAA President.
b. Schools with 2 registered teams must designate the players to a particular
team. There shall be no exchanging of players between the teams. Team lists may be requested by the commissioner.
2.4 Playday Format:
a. All teams will be eligible for the playday. Coaches shall agree upon the ranking of teams based on league play. The first place team will be given the first opportunity to host the playday.
b. Association referees shall officiate all games. The costs will be paid equally by all teams participating in the playday.


2.5 General Regulations:
a. Responsibilities of home school: provide a Topflight 1000 game ball, provide a scorer, a timer and a 30 second-clock operator, and phone or fax the game results to the commissioner.
b. Each team shall travel with a set of warm up balls.
c. Defences: No zone defences are allowed.
Part 3: Junior Boys/Girls Basketball
3.1 Philosophy:
a. This is a competitive league competing for berths to the O.V.S.A.A. Championships.
b. All coaches and athletes are expected to act in a manner consistent with the code of ethics outlined in the B.C.S.S. Manual.
c. If a coach is ejected from a game and no other administration approved responsible adult (who is on the bench and on the roster) is present, then the game will be declared forfeit by the team whose coach was ejected, and the win awarded to the non-offending team.
3.2 League Format:
a. The league will consist of a single round robin format with each team hosting and travelling as equally as possible.
b. League standings will be kept by the league commissioner. It is the responsibility of the hosting coach to fax or call in the scores to the commissioner the day after the game. Failure to do so will result in a forfeiture by the home team.
3.3 Registration:
a. All teams must be registered with BC School Sports.
b. Schools with 2 registered teams must designate the players to a particular team, with the purpose of forming two teams. There shall be no exchanging of players between teams. Team lists may be requested by the commissioner.
c. Only 1 team from a school can be involved in the playoffs
d. Schools that have 2 or more teams in a Jr. league will have its AD decide which team makes the playoffs prior to the playoff start.
3.4 Playoff Format:

NO GAMES TO START BEFORE 4:00 P.M.
a. Top six teams from the league will qualify for playoffs.
1st Round to take place the 2nd Tuesday in February. 4th vs 5th @ # 4
3rd vs 6th @ # 3
Remainder of games will be played at the home of league #1 on the Thursday and Friday of the same week.
b. Backdoor challenges may occur if the team finishing in 3rd place team has not been beaten in the playoffs by the team placing 2nd in the playoffs. If a challenge game is necessary it will be played on the Monday of the next week at 2nd place school.
c. If there is a tie in the League standings the following procedure will be used to break the tie:
1. If two or more are tied the team who defeated the other teams will advance.
2. If a tie remains, then points for and against between tied teams will be used.
3. If a tie remains then points for and against between all teams shall be used.
4. If a tie remains then a coin toss shall be used.
d. All playoff games will be 8 minute quarters, 5 minute half time and 3 minute overtime periods. Four timeouts per game with one per overtime period.
e. Association referees shall officiate all playoff games. The cost of playoffs shall be shared equally amongst all the teams in the playoffs.
f. The top 2 teams from the SOSAA playoffs shall represent South at the Valley Championship tournament on the 2nd last Friday and Saturday of February.
g. The host team for the Valley championship tournament is determined on a rotational basis as outlined in the OVSAA constitution.
h. If a school is hosting both girls and boys then 2 games for the girls will be played Wednesday rather than Thursday.
3.5 General Regulations:
a. Responsibilities of home school: provide a Topflight 1 000 game ball; provide a scorer, a timer and a 30-second-clock operator, and phone or fax the game results to the commissioner.
b. Each team shall travel with a set of warm up balls.
c. Defences: Any defence is allowed in the boys and girls league.
Part 4: Cross-Country Running
4.1 Philosophy:
4.2 League Format:
Weekly races hosted by the various schools participating in the season (usually 5 - 6 races). Races are held Monday or Tuesday at 4:00 p.m.
Girls races are 3-5 km, boys races are 4-7 km.
These races are open to grade 7, 8, junior and senior runners. (4 runners in a division make up a team)
4.3 Registration:
4.4 Playoff Format:
All runners having run in at least two races during the season may run in the Valley Championships held in late October. The Junior and Senior Events are separate but juniors may run in the senior championships.
4.5 General Regulations:
Senior Valley Championships - Five runners make up a team but schools may enter as many runners as are eligible. The top five score. The top 20 individuals and top 3 teams are eligible to run in the Provincial Championships
Part 5: Curling
5.1 Philosophy:
To encourage mass participation.
5.2 League Format:
Schools can enter as many teams as they wish. The number of teams in the zone will determine where the games will be played.
Example: 8 teams or under -equal schedule for home and away
10 to 12 teams -most games played at Penticton Curling rink because there are 6 sheets.
13 or more teams -schedule using two venues
Schedule will try to be constructed so that weaker teams will be playing weaker teams and stronger teams will be playing stronger teams.
5.3 Registration:
Only 1 boys and 1 girls team from each school can be registered with BC School sports.
5.4 Playoff Format:
a. South Zones: One boys and one girls team from each school will compete in a double knockout bonspiel to be held the first weekend in January. Two boys and two girls teams will represent the south zone. All games are 10 ends.
b. Okanagan Zone: Double knockout bonspiel with one boys and one girls team representing the zone at the provincials.
5.5 General Regulations:
a. Responsibility of schools to secure ice time at the local curling rinks.
Part 6: Grade 8 Field Hockey
6.1 Philosophy:
a. Introduction to the sport.

7.1 Philosophy:
a. Development of skills, fitness and life-long enjoyment.
7.2 League Format:
Round Robin
Teams must be declared by the first Monday after Labour Day.
7.3 Registration:
With OVSAA (South Zone) and BC School Sports.
7.4 Playoff Format:

8.1 Philosophy:
Everybody plays. “Fun” is emphasized. Fitness is key.
8.2 League Format:
Double round robin - home and away - with the weekly bye picking up a
match. (League play commences with a tourney)
8.3 Registration:
All players are registered with the SOSAA President and the B.C.R.U.
8.4 Playoff Format:
Tournament style - straight round robin to determine champs.
8.5 General Regulations:
13 a side rugby is played.
The referee’s decision is final.
All players must wear a mouth guard.
No kicking outside of the 22 meter line.
Scrum halves to wait at line of scrimmage during sets (to allow for the ball to
be played).
Only 1.0 meter push allowed in sets by either side.
No high tackles, swearing or fighting.
Part 9 Junior Rugby
9.1 Philosophy:
A competitive league which leads to OVSAA championships. Skill
development, fitness and fun are still emphasized.
9.2 League Format:
Double Round Robin format. Season of play is from March until the end of May, one match per week.
9.3 Registration:
Must register through B.C.S.S.
9.4 Playoff Format:
All schools will qualify for zone play-offs. Draw to be determined by
commissioner based on the number of teams in the league. The Valley
championships are usually played in Kelowna.
9.5 General Regulations:
Rugby Union rules - school version.
Full strip to include shirt, shorts and socks.
Mouth guards to be worn by all players.
1 meter push in set scrums.
No charge (cavalry style) from penalties.
15 players a-side.
Part 10 Senior Boys Soccer
10.1 Philosophy:
Competitive league with cross tiers.
10.2 League Format:
Double round-robin (home and home) played on Tuesdays and Thursdays.
“AA” league will count only results between “AA” schools for qualifying towards OVSAA and B.C. Championships. “A” league will count only results between “A” schools for qualifying towards OVSAA and B.C. Championship. South Zone league will count all games in standings.

10.5 General regulations:
Host school to provide referee and linesmen, as well as goal nets and flags for the pitch. Unlimited subs with no subs except for injuries during last 5 minutes of the game. A player receiving a red card must sit out the next league/playoff game.
Part 11 Tennis
11.1 Philosophy:
To develop skills in tennis which will enable students to play in a structured
league format.
11.2 League Format:
a. Junior High - League is made up from any school in the south zone. The league format is non-competitive.
b. Senior High - Any team in south zone is eligible. Traditionally, Pen Hi and Summerland enter teams. League is with other teams in the valley.
11.3 Registration:
a. Junior High - contact SOSAA Commission.
b. Senior High - apply to valley commissioner.
11.4 Playoff Format:
a. Junior - All teams participate in the playoffs (Round Robin). Top 2 teams
playoff for the South Zone title. No valley playoffs.
b. Senior - Valley playoff format decided by Valley Commission.
Part 12: Track and Field
12.1 Philosophy:
Grade 8 inclusion of all athletes to explore all event areas
Grade 9/10/Sr. to move toward specialization and develop technique.
12.2 League Format:
a. Each school to put forth a team of athletes must be accompanied by a coach(es).
b. Set up clinics in April for track/field events. Two practice meets late April
to include all south zone schools.
c. South Zones in early May to qualify for Valleys.
12.3 Registration:
a. Team lists to BC Athletics by April 30 at latest.
b. School coaches to let commissioner know it they plan to participate by coaches’ scheduling meeting.
12.4 Playoff Format:
a. Athletes must attend at least one practice meet and clinic to be eligible to
participate in S. Zones.
b. Qualifiers from S. Zones will be collated and sent to Valley commissioner
by S. Zone commissioner.
c. School coaches must ensure Sr. Valley qualifiers are registered and are
serious about attending BC High School Championship (day of meet).
12.5 General Regulations:
Athletes must make a qualifying standard (to be set) for grades 9 to 12. This is important for Sr. athletes trying to qualify for B.C. High Schools. Rules and Regulations will be sent out in March to all schools.
*NOTE Grade 8 Volleyball overlaps track season - coaches need to
compromise on cross-training schedule.
Part 13: Junior Boys/Girls Volleyball
13.1 Philosophy:
To have teams in a competitive league in order to prepare them for Valley
Championships and invitational provincials.
13.2 League Format:
The league format will be adjusted depending on the number of teams.
Presently 4 teams play a round robin at a given site. The last match that
teams play during the league counts towards league standings.
13.3 Registration:
a. All teams must be registered with B.C. School Sports.
b. Schools must inform league commissioner 7 weeks prior to the start of the season.
c. Rules 3.3 c & d from Jr. Basketball applies to volleyball as well.

Part 14: Senior Girls “A” Volleyball
14.1 Philosophy:
Coaches Handbook: All coaches and sponsors should have their own copy of the current volleyball handbook and be knowledgeable of the policies and rules within.
14.2 League Format:
a. League will consist of a single round robin format within each team hosting and travelling as equally as possible.
b. Matches will be best of 3 governed by the official CVA rules for the current year.
c. League standings to be kept by the league commissioner. It is the responsibility of the hosting coaches to fax or call in the scores to the commissioner by the next day.
14.3 Registration:
a. All teams must be registered with B.C.S.S.
14.4 Playoff Format:
a. Round robin tournament between all teams.
b. First place in league has right to host.
c. Playoffs are a best of 3 match.
d. Carded officials shall officiate all playoff games.
e. The top two teams from SOSAA shall represent the South Okanagan at the Valley Championships in the 13th week from the start of the season.
14.5 General Regulations:
a. Responsibilities of home school:
i. Provide referees, umpires, linesman, and scorers.
ii. Phone or fax game results to commissioner.
ARTICLE D: CONDUCT
Part 1: Preamble
1.1 Anytime a student, team, coach or official represents a member school and/or participates in an SOSAA event, he or she is under the jurisdiction of the SOSAA whether playing another SOSAA member or not. It should be noted that the exhibition games are included.
1.2 There shall be two divisions of authority with respect to conduct:
(a) Less serious matters to be dealt with by the zone or zone commissioner in the case of a zone competition, or by the Valley commissioner and the SOSAA president in the case of Valley leagues or in the case of inter-zone play.
(b) More serious matters are to be dealt with by the SOSAA executive.
Part 2: Defining Responsibilities
2.1 Zone and/or commissioner matters shall include such offences as incidents between competitors, game officials, spectators, and adults in positions of authority which occur during a competition. Incidents shall include:
(a) Profanity and abusive language.
(b) Ejection from a game:
A player, coach or team member has been ejected from a game if the game official has removed the individual from the field of play and banned them from remaining on the sidelines or bench area.
(c) Expressions of disrespect
2.2 SOSAA executive matters shall include such matters as:
(a) Second offenses under the zone and/or commission definition.
(b) Striking another person.
(c) Vandalism, creating a disturbance or similar misconduct while travelling to and from a competition or at a competition but not during a game.
(d) Coach misconduct.
(e) Official misconduct.
(f) Encouragement of an athlete to use performance enhancing drugs.
Part 3: Procedures
3.1 In a case where an incident has occurred involving either a coach, player, team member, spectator, or official.
(a) There shall be a verbal report by the coach(s) to the Zone President and the appropriate commissioner.
(b) Written reports shall be submitted within 72 hours by:
(i) the coach or coaches involved.
(ii) student(s) involved.
(iii) game official(s) involved.
(iv) other coaches or responsible adults if requested.
3.2 In a case where a coach is engaging in inappropriate behaviour, the other
coach/responsible adult should:
(a) First approach the offending coach about modifying their behaviour.
(b) If no modification is made the offending coach must be notified that a report will be filed with the SOSAA president. (This step protects you from a BCTF ethics violation).
(c) If behaviour is outrageous, Step (a) can be missed but not Step (b).
3.3 In cases where a complaint against a teacher coach is being registered by non-teacher, game officials or other responsible adults, it is expected that other coaches would simply file reports as appropriate.
Part 4: Penalties
4.1 A minimum penalty of at least a one game suspension form the next league or playoff game shall be imposed as a result of a player or coach being ejected from a game. If the proper reports are not filed within 72 hours of the incident, the suspension shall be a minimum of three games. More serious incidents will result in more serious penalties.
4.2 If there has been an incident the offending coach or player has 72 hours in which to file a report. If the appropriate report is not filed within 72 hours the coach or player is then ineligible to coach or play until the report is filed.
4.3 Reported incidents will be filed on a database and repeat incidents shall result in more stringent penalties.
4.4 Because of the wide variety of competitive situations in the various sports, a ‘game’ suspension shall be deemed to be suspension from one full match such as would be used in keeping standings among schools.
4.5 In cases where a season is over before the penalty is imposed the penalty shall carry over to the next season the player or coach participates in.
4.6 The use of ineligible players, failure to complete league committments and similar violations may result in suspension of up to one year.
4.7 Upon proof of violation of the Constitution or By-Laws of the SOSAA, the SOSAA executive may suspend the offending player, coach, team, official or school from participation in activities of the SOSAA or its leagues, or impose such lesser punishments as it shall decide.
4.8 If a coach is ejected from a game and no other administration approved responsible adult (who is on the bench and on the roster) is present, then the game will be declared forfeit by the team whose coach was ejected, and the win awarded to the non-offending team.
Part 5: Executive Procedure
5.1 Upon receipt of a complaint about conduct, the executive member receiving the complaint must make a decision, or seek advice, on which level of executive should deal with the complaint.
5.2 In the case of student misconduct the executive shall call the Principal of the offending student and inform the Principal that a complaint has been received and that the student has 72 hours from the time of the incident in order to file a report. If the appropriate report is not received within 72 hours, the coach will be suspended until such time as the report is received.
5.3 In the case of coach misconduct, the executive shall call the Principal of the offending coach and the coach to inform them of the complaint and remind them that reports must be filed. If the appropriate report is not received within 72 hours, the coach will be suspended until such time as the report is received.
5.3.1 In the case of officials misconduct, the executive shall call the local or provincial officials association allocator to inform them of the complaint and remind them that reports must be filed. It the appropriate reports are not received within 72 hours, the official will be suspended until such time as the reports are received.
5.4 The responsible executive member shall then contact the discipline committee and set up a time for either a meeting or conference call to deal with the complaint. The Disciplinary Committee shall consist of the Administrative Representative (or designate) and two of the following:
1. SOSAA President
2. Sport Commissioner
3. SOSAA 1st Vice-President
5.5 The responsible executive member shall then give written or electronic notice to the offending student or coach and inform them of the time and date of the meeting or conference call and offer the offending student or coach the opportunity to speak directly to the Disciplinary Committee if they should so desire.
5.6 The responsible executive member shall phone the Principal of the offending player or coach and the offending player or coach to inform them of the decision of the Disciplinary Committee and to remind them that appeals procedures are laid out in the handbook.
5.7 The responsible executive member shall then follow up with a registered letter to the offending player or coach, and the Principal of that individual, detailing the Disciplinary Committee decision.
5.8 The responsible executive member shall give written or electronic notice to the appropriate supervisor of officials and inform them that a disciplinary meeting has been held and that appropriate sanctions are to be monitored by the offending coach or player’s Principal.
5.9 The SOSAA shall publish in writing the results of SOSAA Disciplinary hearings or Disciplinary Appeals hearings to the Athletic Directors, and the Principals of the schools involved and to Athletes, Coaches and/or sponsors also involved. BCSS, SOSAA and the appropriate Provincial sport commissions shall also be informed in writing by the SOSAA.
Part 6: Disciplinary Appeals Procedures
An appeal to a Disciplinary Committee ruling may be granted if, according to the Administrative Representative or designate, it is shown that ‘due process’ was not given or new information is presented that would have had bearing on the ruling.
6.1 Appeal Procedure for Coaches and Teacher Sponsors
(a) The appeal must be made within one week of notification of the discipline ruling and be supported by the school Principal.
(b) The Disciplinary Appeals committee shall consist of:
(i) The Administrator Representative or designate (different than who sat on the Disciplinary Committee).
(ii) An SOSAA Executive Member not on Disciplinary Committee.
(iii) A teacher/coach from a non-offending school (different than who sat on the Disciplinary Committee).
(iv) the SOSAA President or designate as a non-voting member.
(c) The cost of appeals to disciplinary action shall be the responsibility of the school making the appeal.
6.2 Appeal Procedures for Student Athletes
(a) The appeal of a Disciplinary Committee decision in a student athlete discipline case must be made within one week of notification of the discipline ruling and supported by the school Principal.
(b) The Disciplinary Appeals Committee shall consist of:
(i) The Administrator Representative or designate (different than who sat on the Disciplinary Committee).
(ii) The SOSAA Vice-President.
(iii) A teacher/coach from a non-offending school (different than who sat on the Disciplinary Committee).
(iv) the SOSAA President or designate as a non-voting member.
(c) The cost of appeals to disciplinary action shall be the responsibility of the school making the appeal.
ARTICLE E: STUDENT OFFICIALS
Part 1: Student Officials
1.1 Student officials must be well prepared and supported.
1.2 If necessary, the coach and sponsor should help officials by taking them aside at the intermission or (if need be) during a stoppage in play specifically to correct an error that is being made by the officials or to prevent incidents from getting out of hand. If play is stopped to do this, coaches and sponsors from both teams should be involved.
1.3 After each game the coach or sponsor should give the student official a
constructive evaluation of the job done.
SECTION 4
CONSTITUTION
SOUTH OKANAGAN SIMILKAMEEN ATHLETIC
ASSOCIATION
ARTICLE A: NAME
1.1 The name of the Society is South Okanagan Similkameen Athletic Association.
ARTICLE B: PURPOSES
1.1 The purposes of the Society are:
a) To provide students with the opportunity to realise the physical, social and emotional values that can be derived from inter school
competition;
b) To promote competition and sportsmanship among member schools;
c) To cooperate with other athletic administrative bodies within the
confines of the South Okanagan area;
d) To be a member of and follow the guidelines of the B.C. Federation of School Athletic Association (B.C.F.S.A.A.)
e) To honour the code of desirable practices as set down by the B.C.F.S.A.A.;
f) To provide, adopt and legislate uniform qualifications and conditions governing regulations of schedules, tournaments and other special events;
g) To fix and determine by rules and regulations the qualifications of all players and teams who are members of the Association;
h) To be a member of and follow the guidelines of the Okanagan Valley Schools Athletic Association (O.V.S.A.A.)
ARTICLE C: PROFITS
The Society shall operate without purpose of gain or profits to its Members and any profits or other accretions to the Society shall be used in promoting its objects and this provision shall be unalterable.
ARTICLE D: DISSOLUTION
On the winding up or dissolution of the Society, the assets of the Society shall not be disturbed among the Members, or any of them, unless such recipient Member or Members are charitable institutions in existence solely for charitable purposes. After all debts have been paid, or provision for their payment has been made, the assets remaining shall be paid, transferred and delivered to one or more charitable institutions in existence solely for charitable purposes, which shall be chosen by resolution of the directors of the Society. This provision shall be unalterable.
ARTICLE E: BY-LAWS
Part 1: Interpretation:
1.1 In these By-Laws unless the context otherwise requires,
a) “Association” means the South Okanagan Similkameen Athletic Association, the Society herein:
b) “Directors” means the Directors of the Society for the time being:
c) “Society Act” means the Society Act of the Province of British Columbia from time to time in force and all amendments to it:
d) “Registered Address” of the Member means his address as recorded in the Register of Members.
1.2 The definitions in the society Act on the date these By-Laws become effective apply to these By-Laws.
1.3 Words importing the singular include the plural and vice versa: and words importing the neuter include the masculine and the feminine gender and vice versa.
Part 2: Membership
2.1 In these By-Laws, Member is defined as any Secondary School in the area of the Province of British Columbia commonly referred to as the South Okanagan Valley and being a school in either school district 67 or 53 which has applied and has been accepted for membership in the Association in accordance with these By-Laws.
2.2 Individual membership is held by a person who is a teacher in a member school of the South Okanangan Valley.
2.3 Schools outside the above districts may obtain membership to the SOSAA by applying to the association at the year end AGM.
a) a member ceases to be a school within the area of the province specified in Article 2.1 herein; or
b) the member gives notification to the Directors in writing of its desire to no longer be a member of the Association.
2.4 A member shall cease to be a member of the Association
a) by notifying the Directors in writing, to the effect that it desires to withdraw from membership in the Association,
b) upon being expelled, as provided herein; or
c) upon its failure to pay any membership fees, subscription or indebtedness due to the Association and upon the Directors causing the name of such members school to be removed from the register of Members.
2.5 a) The Directors shall have the power by majority resolution of those present, to suspend any member of the Association where there is deemed to have been conduct by its teachers, administrators, staff or coaches, or anyone else representing that member school which is considered improper, unbecoming or likely to endanger the interest or the reputation of the Association, or where there has been wilful breach of the Constitution, By-Laws or Rules and Regulations of the the Association, and such suspension may be on such terms and upon such conditions as the Directors shall deem fit and shall remain in force until discontinued by a majority Resolution of the Directors or by a General Meeting of the Members.
b) Notice of intention to suspend a member setting forth the reasons for such intended suspension and fixing a time and place for the meeting at which the Resolution to suspend shall be heard by the Directors shall be sent to such Member seven days prior to the date of such meeting, or by notification being given to the principal of that school: and no suspension shall be deemed improper notwithstanding such notice has not in fact received by such Member.
Part 3: Meeting of Members
3.1 General Meetings of the Society shall be held at such time and place, in accordance with the Societies Act, as the Directors decide.
3.2 Every General Meeting, other than an Annual General Meeting, is an
Extraordinary General Meeting.
3.3 The directors may, whenever they think fit, convene an Extraordinary General Meeting.
3.4 a) Notice of a General Meeting shall specify the place, the day and the hour
of meeting, and in case of special business, the general nature of that business;
b) The accidental omission to give notice of a meeting to, or the non-receipt
of a notice by, any of the members entitled to receive notice does not invalidate proceeding at that meeting.
3.5 The first Annual General Meeting of the Society shall be held not more that
fifteen months after the date of incorporation and thereafter an Annual General Meeting shall be held at least once in ever calendar year and not more than fifteen months after the holding of the last preceding General Meeting.
Part 4: Proceedings at General Meetings
4.1 Special business is:
a) all business at an Extraordinary General Meeting except the adoption of rules of order, and
b) all business that is transacted at an Annual General Meeting except,
(i) the adoption of rules of order,
(ii) the consideration of the financial statements,
(iii) the report of the Directors
(iv) the report of the Auditor, if any,
(v) the election of Directors,
(vi) the appointment of the Auditor, if required, and
(vii) such other business as, under these By-Laws, ought to be transacted at an Annual General Meeting, or business which is brought under consideration by the report of the Directors issued with the notice of convening the meeting.
4.2 a) No business, other than the election of a Chairman and the adjournment or termination of the meeting shall be conducted at a General Meeting at a time when a quorum is not present;
b) If at any time during a General Meeting there ceases to be a quorum present, business then in progress shall be suspended until there is a quorum present or until the meeting is adjourned or terminated;
c) A quorum is any eight voting representatives of member schools, exclusive of the executive, represented at a meeting or such greater number as the members may determine.
4.3 If within 30 minutes from the time appointed for a General Meeting a quorum is not present, the meeting, if convened on the requisition of members, shall be terminated; but in any other case, it shall stand adjourned to the same day in the next week, at the same time and place, and if, at the adjourned meeting, a quorum is not present within 30 minutes from the time appointed for the meeting, the Members present constitute a quorum.
4.4 Subject to By-Law 4.5, the President of the Society, the Vice-President, or in the absence of both, one of the e other Directors present shall preside as Chairman of a General Meeting.
4.5 If at a General Meeting;
a) there is no President, Vice President or other Director present within 15 minutes after the time appointed for holding the meeting, or
b) the President and all the other Directors present are unwilling to act as Chairman, the members present shall choose one of their number to be Chairman.
4.6 a) A general Meeting may be adjourned from time to time and from place to place, but no business shall be transacted at an adjourned meeting other than the business left unfinished at the meeting from which the adjournment took place;
b) Where a meeting is adjourned for ten days or more, notice of the adjourned meeting shall be given as in the case of the original meeting.
4.7 a) No Resolution proposed at a meeting need be seconded and the Chairman of a meeting nay move or propose a Resolution;
b) In case of an equality of votes, the Chairman shall not have a casting or second vote in addition to the vote to which he may be entitled as a Member and the proposed Resolution shall not pass.
4.8 a) Each member school in good standing present at a meeting of members is entitled one vote.
b) Each member of the Executive will have a vote.
c) Voting is by show of hands.
d) Voting by proxy is not permitted.
4.9 A Member’s school shall vote by an authorized representative, who is entitled to speak and vote, and in all other respects exercise the rights of a member and that representative shall reckoned as a member for all purposes with respect to meeting of the Association.
Part 5: Directors and Officers
5.1 a) There shall be a Board of Directors who shall interpret the Constitution and By-Laws and may exercise all such powers and do all such acts and things as the Association may exercise and do, and which are not by these By-Laws or by Stature or otherwise lawfully directed or required to be exercised or done by the Association in General Meeting, but subject, nevertheless, to the provisions of:
i) all laws affecting the Association,
ii) these By-Laws, and
iii) rules, not being inconsistent with these By-Laws,
make such Rules and Regulations as they deem necessary in their absolute discretion to facilitate the functioning of the Society and the promotion of its objects, subject only to approval by a majority of the membership present at the next subsequent General Meeting, and such Rules and Regulations shall be binding on the Members and on all participants in the programs of the
Association;
b) No rule, made by the Society in a General Meeting, invalidates a prior act of the Directors that would have been valid if that rule had not been made.
5.2 a) The number of directors shall be three or such greater number as may be determined from time to time at a General Meeting and shall include the President, Past-President and Vice-President.
b) Each Director must be a teacher or administrator from a member school.
5.3 a) The Directors shall retire from office at each Annual General Meeting when their successors shall be elected;
b) Separate elections shall be held for each office to be filled;
c) An election may be by acclimation, otherwise it shall be by ballot;
d) If no successor is elected the person previously elected or appointed continues to hold office.
5.4 a) The Directors may at any time and from time to time appoint a Member as a Director to fill a vacancy in the Directors;
b) A Director so appointed holds office only until the conclusion of the next following Annual General Meeting of the society, but is eligible for reelection at the meeting.
5.5 a) If a Director resigns his office or otherwise ceases to hold office, the remaining Directors shall appoint a member to take the place of the former Director;
b) No act or proceeding of the Directors is invalid only by reason of there being less than the prescribed number of Directors in office.
5.6 The Members may by Special Resolution remove a Director before the expiration of his term of office and may elect a successor to complete the term of office.
5.7 A Director shall cease to be a Director of the Association:
a) by notifying the Directors in writing to the effect that he desires to withdraw from the directorship,
b) by conduct contrary to the Constitution, By-Laws and Rules and Regulations of the Society,
c) by leaving the school districts encompassed by the Society as in
Section 2.1
5.8 The Association shall pay an honorarium annually to the President of $250.00.
Part 6: Proceedings of Directors
6.1 a) The Directors may meet together at such places as they think fit for the dispatch of business, adjourn and otherwise regulate their meetings and proceedings, as they see fit;
b) The Directors may from time to time fix the quorum necessary for the transaction of business and unless so fixed the quorum shall be a majority of the Directors then in office;
c) the President shall be Chairman of all meetings of the Directors; but, if at any meeting the President is not present, the Vice-President or other designate will chair the meeting.
d) A Director may at any time, and the Secretary, on the request of a Director, convene a meeting of the Directors.
6.2 a) The Directors may delegate any, but not all, of their powers to committees consisting of such Director or Directors as they think fit;
b) A committee so formed in the exercise of the powers so delegated shall conform to any rules that may from time to time be imposed on it by the Directors, and shall report every act or thing done in exercise of those powers to the earliest meeting of the Directors to be held next after it has been done.
6.3 A committee shall elect a Chairman of its meetings; but if no Chairman is elected or if at any meeting the Chairman is not present within 30 minutes after the time appointed for holding the meeting, the Directors present who are members of the committee shall choose one of their number to Chairman of the meeting.
6.4 The members of a committee may meet and adjourn as they think proper.
6.5 For a first meeting of Directors held immediately following the appointment or election of a Director or Directors at an Annual or other General Meeting of members, or for a meeting of the Directors which a Director is appointed to fill a vacancy in the Directors, it is not necessary to give notice of the meeting to the newly-elected or appointed Director or Directors for the meeting to be duly constituted, if a quorum of the Directors is present.
6.6 a) Questions arising at any meeting of the Directors and committee of Directors shall be decided by a majority of votes;
b) In case of an equality of votes, the Chairman shall not have a casting or second vote in addition to the vote to which he may be entitled.
6.7 No Resolution proposed at a meeting need be seconded and the Chairman of a meeting may move or propose a Resolution.
Part 7: Duties of Officers
7.1 The President shall:
a) be the presiding Officer of the Association at all meetings of the members and of the Directors,
b) be the Chief Executive Officer of the Association and shall supervise the other Officers in the execution of their duties,
c) submit a report of all Association activities to the OVSAA President as per OVSAA Constitution.
7.2 The Past-President shall:
a) be responsible for the annual revision and publication of the Constitution, By-Laws, Rules and Regulations.
b) coordinate the nominating committee which shall assist in obtaining suitable persons to be candidate for the position of President.
7.3 The Vice-President shall:
a) perform the duties of the President in his or her absence.
7.4 The Secretary shall:
a) conduct the correspondence of the Society,
b) issue notices of meetings of the Society and Directors,
c) keep minutes of all meetings of the Society and Directors,
d) prepare and present reports at general meetings,
e) have custody of all records and documents of the Society except those required to be kept by the Treasurer,
f) have custody of the common seal of the Society,
g) maintain the Register of Members.
Part 8: Seal
8.1 The Directors may provide for a common seal for the Association and they shall have power from time to time to destroy it and substitute a new seal in place of the seal destroyed.
8.2 The common seal shall be affixed only when authorized by a resolution of the Directors and then only in the presence of the persons prescribed in the Resolution or if no persons are prescribed, in the presence of the President and Secretary or President and Secretary-Treasurer.
Part 9: Borrowing
9.1 The Society shall have no power to borrow.
Part 10: Notices to Members
10.1 a) A notice may be given to a member, either personally or by mail to him at his registered address.
b) No other person is entitled to receive a notice of general meeting.
Part 11: By-Laws
11.1 On being admitted to membership, a member is entitled to and the the Society shall give him, without charge, a copy of the Constitution and By- Laws and Rules and Regulations of the Society currently in force.
11.2 These By-Laws shall not be altered or added to except by special resolution.
